Richard Armstrong, Director of Major Project Administration, has extensive experience leading the planning and design development of a board array of highway improvement projects. During his 34-year career, Rich has overseen numerous highway projects on State highways and local roads. His experience includes managing planning phases, engineering studies, NEPA documents, and design phases through final contract plans and specifications. His project experience ranges from multi-use trails, airport terminals, and bus rapid transit facilities, to local collector roads, major arterials and mega projects on interstate expressways. He has led many public involvement efforts in the most sensitive of environments. Prior to joining GM2, Richard served CTDOT as a Principal Engineer at the CTDOT, and as the head of the agency's Consultant Design Unit and its first Major Highway Group.
